Northern Ireland operates under its own Nitrates Action Programme (NAP), which mirrors the 170 kg total nitrogen per hectare per year limit applied across Great Britain under NVZ rules. For poultry farmers, this limit applies to the nitrogen contained in manure and litter spread on agricultural land — and it is one of the first things both DAERA and local planning authorities will scrutinise when a new poultry unit is proposed.

In practice, the limit means that for every tonne of litter your new or expanded unit produces, you need enough suitable agricultural land to receive it without exceeding 170 kg N/ha across the spreading area. The challenge is that different poultry enterprises produce very different nitrogen outputs per tonne of litter — broiler litter typically contains around 30 kg N/tonne, while layer manure runs at approximately 23.8 kg N/tonne and turkey litter at 23.3 kg N/tonne (RB209 values, fresh weight basis).

Land bank is one of the first things planning authorities and DAERA look at when assessing a new poultry unit application. They will want to see evidence that you either own, rent, or have contracted access to sufficient land — and that land must be suitable for manure spreading. Land already receiving livestock manures from other enterprises will have reduced remaining capacity, which must be accounted for in any assessment.

What Do Planning Authorities Look for?

When a planning application is submitted for a new or expanded poultry unit in Northern Ireland, the relevant council planning department and DAERA will both have an interest in the nutrient management aspects of the development. Planning conditions can and do require applicants to demonstrate a sufficient and verifiable land bank before permission is granted — and in many cases, the absence of clear evidence of land availability has been the determining factor in applications being refused or delayed.

Authorities will want to see a clear picture of the land available for manure spreading — whether that is land you own outright, land you rent under a formal tenancy, or contracted land under an agreement with a neighbouring farmer. The land must be genuinely suitable: free from spreading exclusions such as proximity to watercourses or steep slopes, not already fully committed to receiving manures from other livestock enterprises, and of appropriate soil type and drainage to accept the application rates proposed.
