Fertiliser limits under the NI Nutrients Action Programme
On top of the 170 kg N/ha limit for livestock manure, the Nutrient Action Programme Regulations (NI) 2019 cap how much chemical fertiliser can be used. These limits are maximums, not targets — applications must still match what the crop actually needs.
- Grassland nitrogen — 272 kg N/ha on dairy farms, 222 kg N/ha on other farms, averaged over the grassland.
- Cereal nitrogen — a maximum for each crop, covering available nitrogen from both manure and fertiliser.
- Grassland phosphate — set by soil P index and use, after taking off the phosphate supplied by manure.
Phosphate limits for crops other than grass, potatoes and vegetables follow the fertiliser technical standards rather than a table in the regulations, so they aren’t covered here. Not sure what your soil report means? Read how to read a soil analysis. To check the 170 kg limit itself, use the livestock nitrogen loading calculator.
DAERA has consulted on a new Nutrients Action Programme for 2027–2030. Until new regulations are made, the 2019 limits apply.
